Plan Jericho states that "Air platforms, command and control, and information management systems must be acquired in a deliberate manner, with a full regard for future operating concepts. We must achieve the future Air Force by design.”
GPCAPT’s Campbell and Mitchell, will provide an update on progress in the following areas:
- can the RAAF, in partnership with the other Services, create the appropriate innovation / transformation environment to support
the design and implementation of the RAAF’s Plan Jericho, and
- is the RAAF on track to achieve the “future Air Force by design?”
Bios
Group Captain Pete Mitchell, OAM
Group Captain Pete Mitchell joined the RAAF in January 1993 and graduated from the Australian Defence Force Academy in 1995 after completing an Arts degree in Management and Geography. He graduated from No 172 Pilot's Course in 1996 and was posted to 25SQN Pearce and 76SQN Williamtown to complete Lead-In Fighter training. After successfully completing F/A-18 operational conversion at 2OCU Williamtown he was posted to 75SQN Tindal in 1999.
In 2002, GPCAPT Mitchell was posted to Headquarters Air Command Glenbrook as Plans Fighter. In 2003 he deployed as part of the first headquarters detachment for Operation Iraqi Freedom and was awarded a Medal of the Order of Australia for his service in the operation.
After completing F/A-18 Hornet refresher training in mid 2003, GPCAPT Mitchell was posted to 77SQN Williamtown. From June 2004 to November 2006 he served with VMFA-122 and VMFA-312 on exchange with the United States Marine Corp, which included a deployment to the Western Pacific in 2005.
In 2007 GPCAPT Mitchell was selected as Commanding Officer Forward Air Control Development Unit (FACDU) at RAAF Williamtown. FACDU was the first non-US unit to be accredited as a JFCOM recognised Joint Terminal Attack Controller (JTAC) training organisation and was responsible for the training and certification of all ADF JTACs.
In July 2009 GPCAPT Mitchell was promoted to Wing Commander and spent the remainder of 2009 at Headquarters Air Combat Group as Staff Officer Airworthiness and Capability Management. In January 2010, GPCAPT Mitchell assumed command of the Joint Electronic Warfare Operational Support Unit (JEWOSU), providing EW analysis, re-programming and counter-measures support to ADF platforms. Over the period September 2011 to January 2012, GPCAPT Mitchell was appointed Officer Temporary Commanding Information Warfare Wing (IWWG), overseeing the operations of RAAF AIS, JEWOSU, and number 87, 460 and 462 Squadrons. GPCAPT Mitchell resumed his post in command of JEWOSU in January 2012.
In July 2012, GPCAPT Mitchell was posted back to 2OCU to complete F/A-18A Hornet refresher training prior to taking command of 75SQN at RAAF Base Tindal, Northern Territory in December 2012. From March to September 2015, GPCAPT Mitchell led 75 Squadron on the first Classic Hornet Operation OKRA rotation in the Middle East and flew the first RAAF operational mission into Syria in mid September 2015.
GPCAPT Mitchell was promoted to his current rank in October 2015 and is currently the Director of Plan JERICHO at Air Force Headquarters. GPCAPT Mitchell has over 2500 flight hours in military aircraft. He lives in Canberra with his wife Emma and sons Hayden and Levi. His interests include cycling and camping.
GPCAPT Andrew 'Jake' Campbell
Group Captain Andrew “Jake” Campbell joined the RAAF in 1986 and, following graduation from Number 71 Navigator Course, commenced flying duties on the P-3C Orion aircraft. Following an operational tour at 11 Squadron and an instructional tour at 292 Squadron, GPCAPT Campbell was selected to attend the Canadian Aerospace Systems Course in Winnipeg, Canada.
Upon his return from Canada, GPCAPT Campbell commenced Electronic Warfare flight test duties at ARDU before being posted to the AP-3C Orion upgrade project in Texas. After four years on the AP-3C project, he assumed the role of C Flight Commander at 10 Squadron with a particular emphasis on the introduction of the AP-3C capability into operational service.
From late 2002 until 2005, GPCAPT Campbell worked in Capability Development Group as part of the Orion replacement project – AIR 7000. In that capacity he was involved in the development of operating concepts for High Altitude, Long Endurance UAVs.
Following the completion of Australian Command and Staff Course in 2006, GPCAPT Campbell was seconded to work for the Deputy Chief of Air Force to transition the new Air Combat Officer category and training systems into service. This led to a Command tour as Commanding Officer at the School of Air Warfare from 2008-2010.
In 2011, GCAPT Campbell returned to the AP-3C world as the Chief of Staff at the 92 Wing Headquarters and also completed a tour to the Middle East Area of Operations in the capacity of Executive Officer to the Australian Air Component Commander.
From January 2012, GPCAPT Campbell assumed command of Information Warfare Wing at RAAF Edinburgh in South Australia overseeing the Air Force’s Intelligence, Electronic Warfare and Cyber capabilities.
GPCAPT Campbell joined the RAAF Plan Jericho team in January 2015.
He is married to Rachel and they have two daughters, Taylor (2001) and Hannah (2005).
